Dr. Yvon Martel is the Chief Scientist, International, for Agriculture and Agri-Food Canada (AAFC) since 2003. He has a B.Sc. (Agr) from Laval University and a Ph.D. (Agr) from the University of Saskatchewan, Canada.
Dr. Yvon Martel has occupied several management positions with Agriculture and Agri-Food Canada including: Director General for the Eastern Region from 1987 to 2003 and Director of the Potato Research Centre at Fredericton in New Brunswick from 1984 to1986 and of the Dairy and Swine Research and Development Centre at Lennoxville, Quebec from 1980 to 1984. He was a research scientist on soil organic matter at the Sainte-Foy Research Centre at Sainte-Foy, Quebec from 1972-1979.
Dr. Yvon Martel has been involved in agronomic research and teaching in Canada and internationally. He worked on scientific cooperation with Brazil, United States, Europe, India and China. He has received national and international awards, namely “Manager of the Year” in 1997 by AAFC, “Head of the Public Service Award” for the Canadian Government employees in 2001, “Knight of the Order of Agricultural Merit” in 2002 by the French Ministry of Agriculture and Fisheries of France. In 2007, he was awarded the “Friendship Award” by the Chinese Government, highest honour to international experts for outstanding contribution to development in China. In Yangling, he has been recognized as the Advisor of the China Yangling Agricultural Hi-tech Fair Preparation Committee since 2006 and has been awarded the Honorary Professorship in 2009 by the Northwest A&F University. 
Dr. Martel has been managing the Memorandums of Understanding (MOU) of AAFC in science and innovation with foreign governments and international organizations, including twenty plus MOUs with China. He has overseen tens of joint Canada-China projects of AAFC in science and innovation and many joint conferences and workshops of both countries involving governments, academic institutions and industries. He has guided the research program for young scientists and students from foreign countries at AAFC, including tens of young scientists and 150 PhD students from China for joint research.
AAFC, under the guidance of Dr. Yvon Martel, has worked with its Chinese collaborators to develop jointly six Canada-China Science and Innovation (CCASI) Centers in China as a platform to facilitate scientific collaboration for mutual benefits. The six CCASI Centers include: 1) CCASI Center on Oats (locations: Baicheng, Jilin Province), 2) CCASI Centre on Sustainable Agriculture (locations: Hohhot, Inner Mongolia), 3) CCASI Centre on Arid Agriculture (locations: Yangling, Shaanxi Province), 4) CCASI Center on Food (locations: Wuxi, Jiangsu Province and Shanghai), 5) CCASI Center on Safe Agriculture Production (locations: Beijing) and 6) CCASI Centre on Eco-Agriculture and Environment (locations: Shenyang, Liaoning Province).
